Security Consultant

The Security Consultant will be in charge of supporting the Capacity Building Programs team in developing and delivering a comprehensive security report in relation to a specific detention/rehabilitation center for adult males and females sentenced for terrorism-related offenses, as well as children, and families returning from the overseas conflict zones in Syria and Iraq.

The Security Consultant will:

  • Conduct desk research on international good practices for physical security, static security, and procedural security related to prisons, detention centers, and/or rehabilitation centers for individuals exposed to or involved in terrorism related offences and/or individuals undergoing rehabilitation related to violent extremism, including for children and families;

  • Conduct an onsite security assessment of an established rehabilitation center for individuals exposed to or involved in terrorism related offences and/or undergoing rehabilitation related to violent extremism, including for children and families. This center is currently not operational and requires a full assessment to identify updates before hosting clients;

  • Develop a comprehensive recommendations report to be shared with the national government counterparts for the enhancement of the center’s security to be in line with international good practices, with relevant considerations to ensure an environment that is conducive for rehabilitation.

QUALIFICATION AND EXPERIENCE

Education

  • University degree in Criminal Justice, Law Enforcement Administration, Corrections, Security Management or related field.

Work Experience

  • At least five (5) years of working experience on issues related to corrections/prisons is required.

  •  Experience in onsite security assessments of prisons/detention centers is required.

  • Experience in developing assessment reports for government entities is required.

  • Experience in working in or with government entities is required.

  • Experience in conducting research related to international good practices on security is required.

  • Experience in working on countering violent extremism is desirable.

  • Experience in working on rehabilitation and reintegration of violent extremist offenders is desirable.

SPECIAL CONSIDERATIONS

  • Part-time consultancy opportunity (timeline to be defined with government counterpart) that will entail international travel to conduct onsite security assessments of a detention/rehabilitation center.

  • Selected candidates will undergo a security clearance process.

  • Compensation based on experience and based on the availability of funds.

  • Position contingent on the availability of Grants.
