This is an exciting opportunity to play a key role in a world-leading Preventing and Countering Violent Extremism (P/CVE) Program through Hedayah’s Department of Dialogue and Communications (D&C) at Hedayah. The Department is responsible for providing a dedicated platform to facilitate focused discussion and collaboration among national and local actors, civil society, researchers and community leaders involved in countering violent extremism in addition to developing toolkits and resources to support the international efforts to P/CVE.

The Department is seeking Consultants to support several projects related to developing a component of the communications strategy to support a country’s National Action Plan (NAP). This component focuses on developing a communications strategy that complements a government’s P/CVE (NAP). The project may also include assisting the government in designing and implementing related communications campaigns, projects, and interventions.

In response to the UN Security Council Resolution 1325 and the WPS agenda, Hedayah works with various different countries since its inception in 2013 to facilitate the design and delivery of strategies and accompanying National Action Plans to prevent and counter violent extremism. With support from a growing number of donors, Hedayah provides pro bono technical support and training, drawing on emerging international good practice.

Key Responsibilities

  • Assist the Dialogue and Communications (D&C) team in drafting the communications strategy that complements the national action plan for Country X;

  • Work with other consultants and/or SMEs in the development of the communications strategy (this may include calls, in-country trips, etc.);

  • Work with D&C team plus other consultants on the program regarding forecasting and monitoring of program budgets;

  • Draft and finalize reports according to donor country’s requirements;

  • Draft, submit and finalize program deliverables on time;

  • Manage time effectively to meet tasks within budgeted hours;

  • Manage stakeholder relationships in-country (this could include government, donor community, CSOs, NGOs, non-state actors, etc.;

  • Ensure that the communications strategy is part of Hedayah’s Integrated Communications CVE programs approach;

  • Develop effective M&E plan for Country X that is approved by donor country and D&C team;

  • Participate in bi-weekly calls with D&C team (more if required);

  • Work with the D&C team to develop strategic relationships and partnerships with stakeholders around the world involved in P/CVE National Action Plans and/or other programming; and

  • Conduct desk research for background on strategic communications and generate recommendations in relation to the implementation of P/CVE National Action Plans; and

  • Submitting monthly reports to Hedayah on progress.

Qualifications and Experience

  • M.A. or PhD in Communications, International Development, Human Rights, Security and Counter-Terrorism/CVE Studies, Political Science, International Relations, Journalism, or a related field;

  • At least 10 years of related professional experience and expertise in Communications, International Relations, Security Studies, Journalism, Political Science, (preferably at least 3 or four years of experience in P/CVE and or CT);

  • Fluency in another language such as Russian, Albanian, Arabic, French, Kyrgyz, Bosnian, Uzbek, Tagalog, Manobo, Danao, Subanon, Maranao, and Cebuano is an advantage (please specify which one(s) you are fluent in);

  • Demonstrated ability working on projects related to drafting communications strategies, Standard Operating Procedure (SOPs) and enhancing digital media literacy;

  • Proven examples of working with high-level government officials and stakeholders; and

  • Proven track record as a project manager and experience with managing budgets, project timelines and monitoring & evaluation plans.
